A 12-class refusal and blocker policy, portable across model providers, with its own compliance test runner to check a given deployment against it. Its documentation is unusually candid about its own limit: policies alone, it states plainly, 'do not constitute governance enforcement' — that enforcement is the job of the runtime-level projects elsewhere on this page, not this framework.
