A full JSON Schema set and 8 test files back a gate whose own README is explicit about a hard limit: the reference gate has to actually sit in front of the real side-effect executor to mean anything — 'a caller that bypasses the gate is not governed by it,' in its own words. That's the honest boundary between a governance spec and governance that's actually enforced everywhere it needs to be.
