Thirsty-Lang 0.9.0: priority repairs and language foundations

Published on PyPI September 6. Adds nominal enums, typed structs, collections, stronger authority/effect checks, content-bound locks and explicit durable auditing. Alpha maturity; independent acceptance remains pending.
